# Termo de Referência

O termo de referência é o documento que contempla os elementos necessários e suficientes, com nível de precisão adequado, para caracterizar o objeto da licitação ou contratação direta de bens ou serviços, e deverá conter os elementos previstos no inciso XXIII do art. 6º e no § 1º do art. 40 da Lei federal nº 14.133, de 2021.
